Mallya Violating lawMOHALI: April 5, 2010:-  District health officials are going to issue a notice to liquor baron and Royal Challengers Bangalore owner Vijay Mallya for smoking in a public place, thus violating the anti-tobacco act.

During the match between Kings XI Punjab and RCB at PCA stadium in Mohali on Friday, Mallya was caught on camera, puffing.

Recently, district health officials had served a notice to Rajasthan Royals captain Shane Warne for smoking inside the stadium. Before Warne and Mallya, Kings XI co-owner Ness Wadia and IPL commissioner Lalit Modi too had courted controversy after they smoked inside the PCA stadium in 2008 when the first edition of IPL was launched.

District health official, Mohali, Dr SP Surila said that a photograph of Mallya smoking inside the stadium has been published in the media and now the issue is being discussed with the Civil Surgeon Mohali and Deputy Commissioner after which the notice would be served on him.

The WHO Framework Convention on Tobacco Control (FCTC)

The FCTC is the first international treaty negotiated under the auspices of the World Health Organization (WHO), aimed at curbing tobacco-related deaths and disease.

The FCTC was unanimously adopted by 192 nations at the World Health Assembly (WHA) on 21st May 2003. Among its many tobacco control measures, the FCTC requires countries to impose restrictions on tobacco advertising, sponsorship and promotion, establish new packaging and labeling of tobacco products with strong health warnings, establish clean indoor air controls by imposing restrictions on smoking in public places and strengthening legislation to clamp down on illicit trade in tobacco products.
